But it turns out the error was in reading the old meters during the changeover to the new meters.
If this is true only the first bill should be out of whack.

Ever get the same water bill a few months in a row? Hmm. I can't help but wonder when the last time any of Richardson's water meters were calibrated for accuracy.
Wouldn't it be interesting to find out that bucket has been leaking and causing an ever widening hole in our change pocket. No wonder I can't keep a dime of my hard earned money!
